Coeur d’Alene, Idaho (July 24, 2012) – The Idaho Panhandle Resource Advisory Committee (RAC) is now accepting proposals for review and possible funding for Fiscal Year 2013, which begins October 1, 2012. The funding is available through the Secure Rural Schools and Community Self Determination Act, which was reauthorized by Congress for one year.
“The authority of the RAC to recommend projects for funding will expire on September 30, 2012, so they need to complete recommendations for 2013 in a very tight timeline,” said Idaho Panhandle National Forests Supervisor Mary Farnsworth. “At this time we are uncertain as to the amount of funding available, but anticipate it being somewhat less than the $710,000 that was available in 2012.”
The RAC will meet on August 24, 2012 to begin reviewing project proposals for funding. RAC-funded projects must be located on National Forest System lands in Boundary, Bonner, Kootenai, Shoshone or Benewah counties, or on nearby lands if the project will benefit resources on the National Forests. IDAHO FALLS, Id: Bannock, Bear Lake, Bonneville, Caribou, Clark, Franklin, Fremont Madison, Oneida and Teton Counties, along with the Caribou-Targhee National Forests, are seeking to fill positions recently vacated on the Eastern Idaho Resource Advisory Committee (RAC). Committee members work collaboratively through funding with partners to provide long-term watershed benefits in the above counties, restore watershed conditions, provide local jobs, and meet the intent of legislation.
“This group works extraordinarily well together,” said Brent Larson. Larson is the Designated Federal Official responsible for the Eastern Idaho RAC, and is enthusiastic about the committee’s work. “The tremendous amount of respect they hold for each other is exceptional. They are organized and professional. It’s amazing how they effectively allocate roughly $500,000 in the form of watershed restoration and forest management projects each year.”

The Central Idaho Resource Advisory Committee (CIRAC) is now accepting proposals for review and possible funding for Fiscal Year 2013, which begins October 1, 2012. The funding is available through the Secure Rural Schools and Community Self Determination Act, which was reauthorized by Congress for one year.
“The authority of the RAC to recommend projects for funding will expire on September 30, 2012, so they need to complete recommendations for 2013 in a very tight timeline,” said Salmon-Challis National Forest Supervisor Frank Guzman. “At this time we are uncertain as to the amount of funding available, but anticipate it being a very similar amount to what was available in 2012.”
The CIRAC will meet on August 16, 2012 to elect a new chairperson from amongst its membership, seat two new members and begin reviewing project proposals for funding. Previous Chairperson Robert Cope stepped down in June to accept a position on the National Planning Rule RAC. The two new members who will be seated are Alan Howell of Leadore who takes the spot vacated by Cope; and Sarah Baker, from Clayton, taking the seat recently opened up by Bart Wojciechowski.

On July 6, 2012, the Secure Rural Schools and Community Self-Determination Act of 2000 was reauthorized for one year as part of Public Law 112-141.
The additional year payment and simple one-year extension of authorities in the SRS law set up what amounts to a more or less 80-day relay race to implement several components of the law. A compressed timeline no doubt. So what does this mean for RACs and for National Forests who coordinate RAC activities?
The bottom line is by September 30, 2011 the following things will need to happen.

SRS implementation will be like an 80-day relay race
First, counties need to inform their Governor’s office if they want the SRS payment or the 25% payment. Existing law says to do this my August 1st or at a date set by the Secretary of Agriculture. Word is August 15 will be the deadline.
Counties need to make their 2012 allocations between Title I, II and III. RACs will need to know the amount of funds a county or counties have allocated to Title II and available for projects
RACs will need to reconvene and make recommendations on projects to use Title II funds.
Agreements will need to be completed between a National Forest and RAC on the projects.
