Central Idaho Resource Advisory Committee to Accept Proposals for 2016

Salmon, Idaho – The Central Idaho Resource Advisory Committee (CIRAC) will be accepting proposals for review and consideration for funding for Fiscal Year 2016.  The proposal deadline is February 12, 2016.

“CIRAC participation enables local county residents to have a meaningful role in deciding how federal funds are spent on public lands,” states Chuck Mark, Salmon-Challis National Forest Supervisor and Designated Federal Official (DFO) for the CIRAC.  The funds are available through the Secure Rural Schools and Community Self Determination Act, which was reauthorized by Congress for two years.

RAC-funded projects must be located on National Forest System Lands in Butte, Custer or Lemhi counties, or on nearby lands if the project will benefit resources on the National Forests.  Projects can be completed by Forest Service personnel, through partnership agreements, or by open-bid contracting with individuals and corporations.  The CIRAC works closely with the Forest Service to recommend projects that will benefit forest health, fish, wildlife, soils, watersheds and other resources; maintains roads, trails and other infrastructure; or control noxious weeds.

The Central Idaho RAC covers the Salmon-Challis National Forest and portions of the Sawtooth and the Caribou-Targhee National Forests.

Applications for RAC proposals can be obtained at http://www.fs.usda.gov/main/scnf/workingtogether/advisorycommittees, or from the CIRAC Coordinator, Amy Baumer at the Public Lands Center, 1206 S. Challis Street, Salmon, ID 83467. Amy can also be reached via e-mail at abaumer@fs.fed.us or phone at 208-756-5145.

Potential project sponsors should contact local Forest Service offices to obtain information that may be needed for a proposal, including a Forest Service contact, and to ensure proper agreements and paperwork are completed that will enable the project sponsor to obtain funding if approved by the CIRAC.  Selected project sponsors may be asked to make a short presentation to the Central Idaho RAC during a meeting this spring.  Times and locations will be assigned by the DFO.

Completed applications must be received in hardcopy or electronic form on or before the February 19, 2016 deadline.  Mail completed proposals to Amy Baumer at the Public Lands Center, 1206 S. Challis Street, Salmon, ID 83467.

Summer 2015 RAC meetings are Scheduled

A number of meetings have been scheduled for summer 2015 for the Resource Advisory Committees in Idaho.  The Secure Rural Schools Act has been extended for two more years and Title II funds are available for RACs to recommend for resource projects on National Forests.

Here is the line up:

North Central Idaho RAC meets June 17-18 in Grangeville at the Nez Perce-Clearwater National Forest.

South Central Idaho RAC meets June 24, 2015 at the Idaho Fish and Game offices in Jerome.

Central Idaho RAC meets June 30 in Salmon at the Public Lands Center.

Eastern Idaho RAC meets June 30 in Idaho Falls at the Caribou-Targhee National Forest headquarters.

Southwest Idaho RAC plans two meetings, the first is July 21 and the second August 4.  Both meetings will be held at the USDA Service Center, 1805 Highway 16 in Emmett.

 

 

 

 

 

 

Mobile Pellet Machine – Bringing the manufacturing to the woods

Buzzer Beater: Central Idaho RAC Recommendations come on Last Day

The Central Idaho RAC met in Salmon, Idaho on Friday, September 28, two days before the deadline to complete its recommendations for Title II funds.

The minutes of the meeting are available here (.pdf).  Mke England was elected chairman by the RAC member, replacing long-time Chairman Robert Cope.  Cope resigned from the RAC earlier in 2012 to accept an appointment by the Secretary of Agriculture to the National Advisory Committee for Implementation of the National Forest System Land Management Planning Rule.

The Central Idaho RAC made recommendations to fund 36 projects, distributing $812,000 across the area.

Upcoming Meetings of Idaho RACs (updated)

From the plethora of posts in the past fortnight or so we have distilled the following dates for upcoming RAC meetings:

August 16Central Idaho RAC meets in Salmon at the Public Lands Center.  Cancelled due to the wildfires.  Rescheduled for September 11 in Salmon and September 18 in Challis.

August 29 – Southwest Idaho RAC meets  in Boise at the Idaho Counties Risk Managment Program Build on South Vista Avenue.

September 5 – South Central Idaho RAC meets in Twin Falls at the Sawtooth National Forest headquarters.

September 6 – North Central Idaho RAC conferences on their previous decisions and identifies projects if there are extra funds.

September 7 – Idaho Panhandle RAC meets in Coeur d’Alene at the Idaho Panhandle National Forests headquarters.

September 13 – Southwest Idaho RAC meets  in Boise at the Idaho Counties Risk Managment Program Build on South Vista Avenue.

September 21 – Eastern Idaho RAC meets in Idaho Falls.

Central Idaho Resource Advisory Committee now Accepting Project Proposals

The Central Idaho Resource Advisory Committee (CIRAC) is now accepting proposals for review and possible funding for Fiscal Year 2013, which begins October 1, 2012. The funding is available through the Secure Rural Schools and Community Self Determination Act, which was reauthorized by Congress for one year.

“The authority of the RAC to recommend projects for funding will expire on September 30, 2012, so they need to complete recommendations for 2013 in a very tight timeline,” said Salmon-Challis National Forest Supervisor Frank Guzman. “At this time we are uncertain as to the amount of funding available, but anticipate it being a very similar amount to what was available in 2012.”

The CIRAC will meet on August 16, 2012 to elect a new chairperson from amongst its membership, seat two new members and begin reviewing project proposals for funding. Previous Chairperson Robert Cope stepped down in June to accept a position on the National Planning Rule RAC. The two new members who will be seated are Alan Howell of Leadore who takes the spot vacated by Cope; and Sarah Baker, from Clayton, taking the seat recently opened up by Bart Wojciechowski.

Cope Appointed to Forest Planning National Advisory Committee; Steps down from Central Idaho RAC

Robert Cope has been appointed to the National Advisory Committee for Implementation of the National Forest System Land Management Planning Rule. 

Cope’s appointment was announced on June 5th by Secretary of Agriculture Tom Vilsack.  With this appointment Cope has stepped down from his position on the Central Idaho RAC where he had chaired the RAC since its first meeting on a very cold winter day in Challis, Idaho in February 2002.

A Farewell from Kent Fuellenbach – Central Idaho RAC Coordinator

Kent Fuellenbach of the Salmon-Challis National Forest recently retired after 22 years at the Forest, including the past eleven years as the go-to guy coordinating the Central Idaho RAC.

A LONG VIEW: Central Idaho RAC Approved $4.6 million in Forest Projects 2002 – 2012

In May 2012 the Salmon-Challis National Forest will begin implementing the final year of Title II projects.  The Central Idaho Resource Advisory Committee (CIRAC) has worked with the forest over the past eleven years to recommend some 237 natural resource projects totaling $4,606,856. The funding was made available to Butte, Custer and Lemhi counties through Title II of the Secure Rural Schools and Community Self-Determination Act of 2001, and reauthorized in 2008.

A contractor uses an excavator with a masticating head to clear brush from the edge of the Stormy Peak Road. The project was one of a number or road maintenance projects completed using Title II funds.

During the first seven years the RAC had about $126,000 per year to recommend projects. Then in December of 2008 the SRS Act was reapproved and the CIRAC re-chartered for four more years. Changes in the payments to states formula and county appropriation provided much more money for Title II projects.

To say the least.  Indeed, the Central Idaho RAC received more funding in 2009 alone – $1,006,240 – than the cumulative total it had received between 2002 and 2008 of $882,278. The RAC approved $3,724,578 for projects during 2009 through 2012. The funding and the RAC’s authority to recommend projects expired September 30, 2011. Read more…

Central Idaho RAC to Meet in Challis August 30

The Central Idaho Resource Advisory Committee (RAC) will meet August 30 at 10:30 a.m., in Challis, Idaho at the Salmon-Challis National Forest South Zone office on Highway 93, to finalize project recommendations for 2012. This may be the final business meeting of the RAC because members’ authority to recommend projects to the Forest Service will expire September 30, 2011. Read more…
