Eastern Idaho Resource Advisory Committee Is Accepting Project Proposals for Fiscal Year 2016

IDAHO FALLS, ID: The Eastern Idaho Resource Advisory Committee will be accepting proposals for review and consideration for funding for Fiscal Year 2016.  The deadline to submit proposals is Friday, January 29, 2016.

“We estimate about $350,000 to award for 2016,” said Caribou-Targhee National Forest Supervisor and Designated Federal Officer Garth Smelser.  “Resource Advisory Committee participation enables local county residents to have a meaningful role in how federal funds are spent on public lands.”  The funds are available through the Secure Rural Schools and Community Self Determination Act.

Resource Advisory Committee-funded projects must be located on National Forest System Lands within the Resource Advisory area (Bannock, Bear Lake, Bingham, Bonneville, Caribou, Clark, Franklin, Fremont, Jefferson, Madison, Oneida, Power and Teton counties), or on nearby lands if the project will benefit resources on the National Forest. Projects can be completed by Forest Service personnel, through partnership agreements, or by open-bid contracting with individuals and corporations.

EASTERN IDAHO RAC RECOMMENDS 2015 PROJECTS

The Eastern Idaho RAC recommended 68 natural resource projects totaling $369,194 during its June 30, 2015 meeting in Idaho Falls.  The RAC reviewed a total of 83 projects requesting $648,000 provided by ten Eastern Idaho Counties through the Reauthorization of The Secure Rural Schools and Community Self-Determination Act of 2000.

 

“We appreciate the support of Eastern Idaho Counties that provide funding for these projects”, stated Caribou-Targhee Forest Supervisor, Garth Smelser  “We also appreciate the members of the East Idaho RAC who volunteer their time to review, discuss and recommended these projects.”

Projects must be located on or adjacent to National Forest System lands within the RAC boundaries.  The Eastern Idaho RAC includes Bannock, Bear Lake, Bonneville, Caribou, Clark, Franklin, Fremont, Madison, Oneida, and Teton Counties.  Following is a brief summary of projects approved and total amounts of funding within each county.

Summer 2015 RAC meetings are Scheduled

A number of meetings have been scheduled for summer 2015 for the Resource Advisory Committees in Idaho.  The Secure Rural Schools Act has been extended for two more years and Title II funds are available for RACs to recommend for resource projects on National Forests.

Here is the line up:

North Central Idaho RAC meets June 17-18 in Grangeville at the Nez Perce-Clearwater National Forest.

South Central Idaho RAC meets June 24, 2015 at the Idaho Fish and Game offices in Jerome.

Central Idaho RAC meets June 30 in Salmon at the Public Lands Center.

Eastern Idaho RAC meets June 30 in Idaho Falls at the Caribou-Targhee National Forest headquarters.

Southwest Idaho RAC plans two meetings, the first is July 21 and the second August 4.  Both meetings will be held at the USDA Service Center, 1805 Highway 16 in Emmett.

 

 

 

 

 

 

Applicants Sought for Caribou-Targhee National Forest Resource Advisory Committee

IDAHO FALL, ID:  The Caribou-Targhee National Forest is seeking candidates to fill vacancies on the Eastern Idaho Resource Advisory Committee (RAC) under the Secure Rural Schools and Community Self-Determination Act (Public Law 112-141) for Bannock, Bear Lake, Bonneville, Caribou, Clark, Franklin, Fremont, Madison, Oneida, and Teton Counties, Idaho.  The committee is chartered by the U.S. Department of Agriculture under the Federal Advisory

Committee Act and consists of 15 members representing a wide array of interests. The committee currently has four vacancies with another seven becoming vacant in October 2014.  The Resource Advisory committee has need for members to represent the following interests:

 

• Organized labor

• Developed outdoor recreation, off-highway vehicle users, or commercial recreation

• Energy and mineral development

• Commercial timber industry

• Federal grazing permit holders or land use permit holders within the RAC area

• Nationally, regionally, or locally recognized environmental organizations

• Dispersed recreational activities

• Archaeological and historical interests

• Nationally or regionally recognized wild horse and burro interest groups, wildlife or hunting organizations, or watershed associations

• State, county or local elected officials or their designee

• Represent American Indian tribes within or adjacent to the Caribou-Targhee National Forest

• School officials or teachers

• Represent the affected public at large

 

Committee members review and make recommendations concerning projects proposals on or adjacent to and benefiting the national forest to be funded under Title II of the Act.  On May 5, 2014, the current committee made recommendations concerning projects in the above listed counties in Eastern Idaho.

 

Individuals may nominate themselves or others, but the nominees must live within the State of

Committee members serve without compensation, but travel expenses to attend meetings are provided.  Meetings are typically held 1 or 2 times per year in Idaho Falls, Idaho.

EASTERN IDAHO RESOURCE ADVISORY COMMITTEE MEETING

EASTERN IDAHO:  The Eastern Idaho Resource Advisory Committee (RAC) will be meeting May 5, 2014, from 9:00 a.m. until their business is complete (approximately 3:00 pm) at the Caribou-Targhee National Forest Headquarters, 1405 Hollipark Drive, Idaho Falls, ID  83401.  The purpose of this meeting is to recommend projects for funding for 2013-6th year project proposals.  

According to RAC coordinator Lynn Ballard, the RAC has received 81 project proposals for the 2013-6th year recommendations. The projects currently before the RAC total about $636,378.  The Eastern Idaho RAC has an estimated $422,000 in Title II funds to award for 2014.

The projects recommended by the RAC will benefit the natural resources on and adjacent to National Forest System lands located in Bannock, Bear Lake, Bonneville, Caribou, Clark, Franklin, Fremont, Madison, Oneida, and Teton Counties in Eastern Idaho.  The funding is made available by the counties through the Secure Rural Schools and Community Self-Determination Act of 2008. 

 

 

 

The 15 member RAC works closely with the Forest Service to recommend projects that will benefit forest health, fish, wildlife, soils and watersheds; maintain roads, trails and infrastructure; or control noxious weeds on or adjacent to the Caribou-Targhee National Forest.

In Memory of Lyn Benjamin

Lyn Benjamin passed away on January 15, 2013.  Lyn had served for many years on the Eastern Idaho RAC.

Local news noted her passing, and an obituary was published.  In addition, a 2010 article conveys the importance of her work in the Teton Valley.  All are worth a read.

EASTERN IDAHO RESOURCE ADVISORY COMMITTEE (RAC) APPROVES 2012 PROJECTS

The Eastern Idaho RAC approved 81 natural resource projects totaling $497,907 during its September 21, 2012 meeting in Idaho Falls.  The RAC reviewed a total of 114 projects requesting $999,026 provided by ten Eastern Idaho Counties through the Reauthorization of The Secure Rural Schools and Community Self-Determination Act of 2000.

Eastern Idaho RAC Meeting September 21st

The Eastern Idaho Resource Advisory Committee (RAC) will be meeting September 21, 2012, from 9:00 a.m. until their business is complete (approximately 3:00 pm) at the Caribou-Targhee National Forest Headquarters, 1405 Hollipark Drive, Idaho Falls, ID  83401.  The purpose of this meeting is to approve funding for 2012-5th year project proposals.

Eastern Idaho RAC looking for additional members

IDAHO FALLS, Id:  Bannock, Bear Lake, Bonneville, Caribou, Clark, Franklin, Fremont Madison, Oneida and Teton Counties, along with the Caribou-Targhee National Forests, are seeking to fill positions recently vacated on the Eastern Idaho Resource Advisory Committee (RAC).  Committee members work collaboratively through funding with partners to provide long-term watershed benefits in the above counties, restore watershed conditions, provide local jobs, and meet the intent of legislation.

“This group works extraordinarily well together,” said Brent Larson.  Larson is the Designated Federal Official responsible for the Eastern Idaho RAC, and is enthusiastic about the committee’s work.  “The tremendous amount of respect they hold for each other is exceptional.  They are organized and professional.  It’s amazing how they effectively allocate roughly $500,000 in the form of watershed restoration and forest management projects each year.”

Eastern Idaho RAC now accepting project proposals

IDAHO FALLS, ID:  The Eastern Idaho Resource Advisory Committee (RAC) will be accepting proposals for review and possible funding for Fiscal Year 2013.

“The authority of the RAC to recommend projects expires on September 30, 2012, so they need to complete recommendations for 2013 in a very tight timeline,” said Caribou-Targhee National Forests Supervisor Brent Larson.  “The Eastern Idaho RAC has an estimated $500,000 in Title II funds to award for 2013.”
