Idaho Panhandle RAC Decides on Projects

The Idaho Panhandle RAC made their recommendations on funding projects with Title II money, completing their decisions at their March 11, 2016 meeting.

The RAC entertained 42 proposals totaling $2,227,934.64 in funding requests.  The two years of Title II funds available is somewhere north of $1.13 million.  Minutes are available for the February 19, 2016 meeting where they allocated some funds for some “time sensitive” projects, and the March 11, 2016 meeting where they made recommendations on the rest of the Title II funds.

Idaho Panhandle Resource Advisory Committee Accepting Proposals

Coeur d’Alene, Idaho (January 7, 2016) – The Idaho Panhandle Resource Advisory Committee (RAC) will be accepting project proposals for review and consideration for funding for Fiscal Year 2016. Approximately $1,000,000 is available for allocation to projects. The deadline for submitting proposals is February 5, 2016.

“The RAC will be very busy over the next few months determining which projects they are going to fund in 2016,” said Idaho Panhandle National Forest Supervisor Mary Farnsworth. “Participating on the RAC provides opportunities for local county residents to have a meaningful role in determining how federal funds are spent on public lands.” The RAC is currently scheduled to review and approve proposals on February 19, 2016. The funds are available through the Secure Rural Schools and Community Self Determination Act, which was reauthorized by Congress for two years in 2015. The RAC was unable to meet in 2015.

RAC-funded projects must be located on National Forest System Lands in Shoshone, Kootenai, Benewah, Boundary or Bonner counties, or on nearby lands if the project will benefit resources on the National Forests. Projects can be completed by Forest Service personnel, through partnership agreements, or by open-bid contracting with individuals and corporations. The RAC works closely with the Forest Service to recommend projects that will benefit forest health, fish, wildlife, soils, watersheds and other resources; maintains roads, trails and other infrastructure; or control noxious weeds.

The Idaho Panhandle RAC covers the Idaho Panhandle National Forests within the State of

Idaho, excluding the small portion of the national forest within Latah County.

Applications for RAC proposals can be obtained at http://www.fs.usda.gov/main/ipnf/workingtogether/advisorycommittees, or from the RAC Coordinator Shoshana Cooper via e-mail at smcooper@fs.fed.us.

Potential project sponsors should contact local Forest Service offices to obtain information that may be needed for a proposal, including a Forest Service contact, and to ensure proper agreements and paperwork are completed that will enable the project sponsor to obtain funding if approved by the RAC. Selected project sponsors should be prepared to make a short presentation to the Idaho Panhandle RAC on February 19 if asked.

The Idaho Panhandle RAC meeting will be held at 9:00 am on Friday, February 19, 2016 at the Idaho Panhandle National Forest Headquarters located at 3815 Schreiber Way, Coeur d’Alene, Idaho 83815. Meetings are always open to the public.

Completed applications must be received in hardcopy form on or before the February 5, 2016 deadline. Mail completed proposal applications to Shoshana Cooper, Idaho Panhandle National Forests, 3815 Schreiber Way, Coeur d’Alene, Idaho 83815.

Idaho Panhandle RAC Recommendations

The Idaho Panhandle RAC met in Coeur d’Alene on September 7th.

Before the RAC was a list of 22 proposed projects with $993,000 in requests.  The RAC trimmed down the requests to the $664,721 of projected Title II funds that will be available.

Twenty of the 22 projects received funding.  Of the 20 that the RAC recommended for Title II funds, sixteen of the projects also have matching funds from third party partners or from the local National Forest office.  Click here for the meeting minutes.

Upcoming Meetings of Idaho RACs (updated)

From the plethora of posts in the past fortnight or so we have distilled the following dates for upcoming RAC meetings:

August 16Central Idaho RAC meets in Salmon at the Public Lands Center.  Cancelled due to the wildfires.  Rescheduled for September 11 in Salmon and September 18 in Challis.

August 29 – Southwest Idaho RAC meets  in Boise at the Idaho Counties Risk Managment Program Build on South Vista Avenue.

September 5 – South Central Idaho RAC meets in Twin Falls at the Sawtooth National Forest headquarters.

September 6 – North Central Idaho RAC conferences on their previous decisions and identifies projects if there are extra funds.

September 7 – Idaho Panhandle RAC meets in Coeur d’Alene at the Idaho Panhandle National Forests headquarters.

September 13 – Southwest Idaho RAC meets  in Boise at the Idaho Counties Risk Managment Program Build on South Vista Avenue.

September 21 – Eastern Idaho RAC meets in Idaho Falls.

Idaho Panhandle Resource Advisory Committee Seeking Proposals

Coeur d’Alene, Idaho (July 24, 2012) – The Idaho Panhandle Resource Advisory Committee (RAC) is now accepting proposals for review and possible funding for Fiscal Year 2013, which begins October 1, 2012. The funding is available through the Secure Rural Schools and Community Self Determination Act, which was reauthorized by Congress for one year.

“The authority of the RAC to recommend projects for funding will expire on September 30, 2012, so they need to complete recommendations for 2013 in a very tight timeline,” said Idaho Panhandle National Forests Supervisor Mary Farnsworth. “At this time we are uncertain as to the amount of funding available, but anticipate it being somewhat less than the $710,000 that was available in 2012.”

The RAC will meet on August 24, 2012 to begin reviewing project proposals for funding. BLM Resource Advisory Committee Looking for New Appointees

BLM Extends Nomination Period for Advisory Council Vacancies

The Bureau of Land Management (BLM) is extending the deadline for nominations for six open positions on its Coeur d’Alene District Resource Advisory Council (RAC). The Coeur d’Alene RAC consists of members from Boundary, Bonner, Benewah, Kootenai, Shoshone, Latah, Lewis, Nez Perce, Clearwater, Idaho and Adams counties.   

Nominations are due June 4, 2012.

The BLM is looking for a diverse group of people representing industry, environmental organizations, historical and archaeological groups, state and local governments, Indian tribes, and the general public.  Resource Advisory Councils are citizen-based groups that make recommendations to the BLM regarding public land and resource management, including land-use planning, recreation, fire management, livestock grazing, and wild horse and burro herd management. Coeur d’Alene, Idaho (September 7, 2011) – The Idaho Panhandle Resource Advisory Committee (RAC) will meet September 16, 2011 at 9:00 a.m in Coeur d’Alene, Idaho, to review and recommend funding for proposed forest projects. The meeting will be held at the Idaho Panhandle National Forests Supervisor’s Office located at 3815 Schreiber Way. Idaho Panhandle RAC meets June 17th

The Idaho Panhandle Resource Advisory Committee (RAC) will meet June 17, 2011 at 9:00 a.m in Coeur d’Alene, Idaho, to review and recommend funding for proposed forest projects. The meeting will be held at the Idaho Panhandle National Forests Supervisor’s Office located at 3815 Schreiber Way. The RAC will distribute approximately $690,000 in funding for natural resource projects in 2012.

The next scheduled meeting for the Central Idaho RAC is June 3, 2011 in Salmon.

Idaho Panhandle RAC meets on November 12

The first business meeting for the Idaho Panhandle RAC  this fall is planned for Friday, November 12.  The meeting will begin at 9 am at the Forest Supervisor’s office located at 3815 Schreiber Way in Coeur d’Alene.  A public forum will be held at 11 am the day of the meeting.

The Resource Advisory Committee (RAC) is composed of 15 members tasked with reviewing and recommending funding for projects that benefit or improve national forest lands.  The committee has been successful in funding projects that provide economic gain and employ local citizens in the five northern Idaho counties.  The Committee will be reviewing projects against an eight hundred thousand-dollar budget at the November meeting.
