Chair Phil Davis called the meeting to order at
10:35 a.m.

DFO Gochnour stated there was a quorum. He went over the information packet. Project 5028 was not listed on the log, but
he had it as a handout.

DFO Gochnour went over the expenses for the
March meeting. Notices were $30.20,
Mileage was $255.98 and Lunch was $288.69.
Ed Mansfield made a motion to
accept the financial report. Darel
Harris seconded the motion. The
financial report was accepted as written.

The minutes were discussed. Bob Baker stated that he was here at the last
meeting and his name was left off of RAC members present in the minutes.
Bob Baker made a motion to
accept the minutes with inclusion of his name.
Joe Hinson seconded the motion.
The minutes were accepted.

Project Name: Payette National Forest YCC
Project Sponsor: Payette National Forest, Al Becker
They were asking for a $9,000
increase in the requested funds due to inflation.
David Whaley made a motion to
approve the increase as long as a new form was completed to reflect the
change. Sandra Mitchell seconded the
motion and the motion carried.

Project Name: Elmore County Service Facility
Project Sponsor: Elmore County, Mary Egusquiza
This facility will provide a
central location for the Elmore County Noxious Weed and Pest Department and
Forest Service for the purpose of safe chemical storage and use, as well as a
secure area to safeguard vehicles and spray trucks. Use of this facility for weed and pest
control will maintain and enhance the sustainability and protection of natural
resources. It will also house the Elmore
County Search and Rescue which supports Forest Service law enforcement patrols
and responds to multiple types of search/rescue missions within the boundaries
of the Boise National Forest every year.
Lois Van Hoover made a suggestion
to move to Part I.

Randy Harrison made a motion to
move to Part II. David Whaley seconded
the motion.
It was stated that the group should come back with some
“hard and fast” numbers, so the committee could make a better decision. It was also stated that the County should
have a written commitment to cover the remainder of the project.
The
motion was approved to move to Part II.
Project Log#: 05017, Part 2
Project Name: Idaho City Park Erosion Control
Project Sponsor:
City of Idaho City Parks & Recreation, John Roberts
This project is to safeguard land health and water quality
with improved erosion and sediment controls.
Reduce sediment released into Mores Creek, which flows through private
land and National Forest system lands.
It will economically benefit the community by using local materials and
contractors for the initial improvements and by providing easy access to
directly experience and learn about the forest ecosystems.
It was discussed the $6,000 for administrative costs would
have to be taken out of the total. The
new total would be $80,500.

Harrison made a motion to fund the $80,500.
Sandra Mitchell seconded the
motion. The vote was called for and three were
opposed. DFO Gochnour did a role call
vote on all the groups and the motion carried.
Lunch Presentation:
Lois Van Hoover presented a video on The Pulaski Project.
The Reno meeting was discussed.

Project Name: Duquette Pines Fuel Break
Project Sponsor:
Bureau of Land Management, Rosemary Thomas
This project is a cooperative effort between the Bureau of
Land Management, the Idaho City Ranger District, and the residents of the
Duquette Pines subdivision. The
objectives of this project are to reduce the risk of high-intensity wildfire on
BLM land directly adjacent to Duquette Pines, and to educate and assist
homeowners in reducing risk of fire on their property.
It was suggested to move to Part 1.

Project Name: Wilderness Airstrip Weed Treatment
Project Sponsor:
Krassel RD, Payette NF, Howard Lyman
This project will protect native plant communities,
watersheds and other resource and wilderness values within the Frank
Church-River of No Return Wilderness, and protect private property values
within the FCRONR Wilderness by treating and/or inventorying invasive weeds at
backcountry airstrips. Airstrips are a
known source for the spread of invasive weeds.
Controlling weeds at these backcountry airstrips will contribute
significantly to reducing
weed spread on National Forest lands within the
FS-RONRW. Promote invasive weed
awareness and education among backcountry pilots.
Lois Van Hoover moved to go
ahead and fund the project at $33,000 with a 10 percent contribution from the
private landowners per strip either cash or in-kind and continue with an
education program for the pilots. Bob
Baker seconded the motion and the motion carried.

Project Name: City of McCall Noxious Weed Control
Project Sponsor:
City of McCall Parks & Recreation, Pete Grindy
This project is intended to directly reduce the number, size
and densities of noxious weed infestations within the City of McCall. Weed control within the city is expected to
reduce noxious weed spread by vehicular traffic, primarily within Valley and
Adams Counties. Roads and their
associated vehicular traffic is the largest contributor to noxious weed
expansion on the Payette NF with an estimated 90% of the inventoried infestations
occurring along or having originated from roadsides. The primary weed control would be the McCall
airport. Maintaining a weed-free airport
will reduce remote sites via landing gear, cargo, and passengers.
David Whaley made a motion to
move forward to funding on condition that Valley County send a letter of
commitment to the RAC that the weed sprayer (equipment) would be under the
direct supervision of the Valley County Weed Superintendent who would then loan
it out on a needs basis. Dale Hanson
seconded the motion and the motion carried.

Project Name: Idaho Weed Awareness Campaign (more info,
questions answered)
Project Sponsor: Roger Batt
This community outreach project has two goals: to continue a strong public awareness
foundation with the citizens of Idaho about he overall problem of noxious weeds
and its direct effect on Idaho and to enlist the support of Idaho citizens by
providing a visual frame of reference so they can better identify particularly
critical noxious weeds—know what actions they should take when they locate
noxious weed infestations; and how they personally can help in the prevention
of further infestations of noxious weeds.
David Whaley made a motion to
move on to funding the project. Ed
Mansfield seconded the motion. One
individual voted no, but the motion carried.

Restoration

This project is to produce on line an interactive,
educational outreach website.

After discussion on this project and the amount of funding
necessary, it was decided not to move to Part 2.
This is Charlie’s last meeting. She is going to Saudi Arabia for at least a
year. DFO Gochnour will have to get
someone else to take the notes, etc for the next RAC meeting.
The meeting was adjourned at 4:10 p.m.
